In comparison to other MMOs, I think FFXIV seasonal events are lacking. The rewards here are exclusive to the year rather than the event itself, and the content provided by the event is also just a side quest that many skips and city decorations.

Often it involves doing something, such as the haunted house games in Haukke Manor that you could queue for, scaring people, giving christmas gifts or placing things, finding eggs for Hatching Tide, playing music in a DDR way (this started around the time they were releasing bard music, either before or after), the 2-person duty that involves working together for valentione's day (it's fun because you're tethered together and can fail if you're a terrible match), the course you typically complete for the Moonfire Faire that involves exploding bombs somewhere and the pudding FATE you complete for Heavensturn.

That seems pretty normal to me. Does any game really go to greater lengths than that?

What I think is interesting is that the dungeon Matoya's Relict was clearly timed to release around All Saint's Wake, but ended up releasing a bit too late due to the covid delay. It was themed that way and everything.

I don't think the outfit is lazily made but I think the design is lacking. (,,꒪꒫꒪,,)
I'll give it points for being a complete set of items and I think the detail on the belt looks nice but we already have the Dream set, the Starlight set, Starlight Robe, and Saint's Cap/Beard.
I feel like we've gone through the Santa/Starlight Saint's red with white trim angle enough and that there are more Christmas/winter iconography they could draw inspiration from.
What about something like Ishgardian Carolers' garb to go with the Choir set? Or some FF-inspired ugly sweaters? Or some ski/snowboarding wear? Krampus could be topical what with the 6.x patches being centered around the Void. Hell, the now shut down VII battle royal game had some interesting looking Christmas event items, why not reuse those? Or updating XI's past Christmas event gear? The list goes on.
Also, I think the fact Viera and Hrothgar can't wear the hat is stupid. Even if events are planned a year in advance, there is still plenty of time between the planning and the creating that they could of thought of something(；￣Д￣）

for reals, i was ok with it when shadowbringers first released but its been 4 years now theres no excuse for this anymore, after this years moonfire faire when they gave viera the ability to use the power ranger helmets i thought things were finally changing but seems that was just a one time thing
