It's easy to tell if they are a bot. They accept all party invites. I had a friend go invite bunch of bots into his party and took then into a dungeon and let them keep on dying. Later he got angry whisper from the owner of the bots. Then he reported them. Another give away they will be doing actions when is shows they are AFK.
All the ones I highly suspect are bots have do not disturb on at all times so you can't do anything.
