I don't understand this. Even on my server, there are houses open at the end of every lottery cycle. Are they mediums/larges or smalls in prime locations? No, but there are houses out there, I just looked.
I don't know what the population of your server is, a quick search shows 2023 pop on Coeurl as 630,723, my server is listed as 540,749. They're both congested.
Something is better than nothing.
This is one of those situations where it has to be asked: were you going after mediums and larges only, or were you entering even on the undesirable smalls so you would have a better chance?
Even Coeurl has had a few lottery periods where some small plots in the personal wards went without any bids. Since you said you "packed things up", it sounds like you had a house but kept losing when you tried to upgrade. Otherwise no packing would be needed.
I agree the system sucks but it has nothing to do with the lottery. It is what it has always been - a supply problem. Even if there are technically enough houses for each player on a world, there aren't enough of each size/location that players actually want to own.
Those numbers are for all time characters created, not active characters. The active character populations on the NA worlds are going to be closer to 30k-35k.I don't understand this. Crystal is considered the RP data center and so demand for housing is higher since many RPers feel having a house essential. Being raid-centric, Aether is going to have a larger percentage of players with no interest in housing and so there's less competition.
Congestion is something that SE sets based on online activity and character creation as opposed to overall population. I'm surprised that Coeurl has been Congested for several months now. Usually Mateus is the world that sits as Congested alongside Balmung.
He's got a house. He's been complaining that he can't win the upgrade he wants.I used to think more people deserve houses but....maybe I was wrong.
Justifying completely different and irrelevant form of achievement as the reason why you feel deserving a house in, again, completely different IP, damn.
I'm sorry for the bad luck, man. If the repeated attempts fail, try something different.

Ahh, I see, thanks for the clarifying info Jojoya. I went and took a gander over on Courel. Not as many available as my server, but there are houses. I think you're right in that they own a house and are just discouraged at not being able to upgrade.
My husband has been trying to upgrade from his small house for the past 64 cycles too, but his outlook is that hey, he's not homeless and when he wins something, he wins something. My son is so excited that he won a small shiro house (Lottery #33) some months back, that he says he's never moving. Our FC was lucky enough to win a LB large early on in the lottery process (Lottery #6), and I was able to upgrade to a medium last February (Lottery #28) myself.
I think tweaks can be had to the system, but overall, I do prefer lottery over clicking.
Skill issue lolI have been playing this game too long. I spent 1000's on subs fantasias and goodies in the store. I have lost every house lotto that has happened. I think enix has shit ideas with the lotto. Let us click the sign again at least we knew we had a shot! Enix sucks! I've unsubbed and packed any of my things up. Thanks for all the losses! /middle finger/

Yep, a much better system than the placards. It seems like a bad faith argument to suggest the placards system was acceptable.
The lottery sucks, the placards was hell. We shouldn't have either in the first place, so hopefully we don't lose sight of the forest from the trees..
But placards was horrific and you /still/ were on a chance, given multiple other variables (like someone sliding into it via pre-owned, or standing there with you).
