    It’s a roulette in the sense that you don’t know what you’re going to get, but not that you are guaranteed an even distribution of duties. As Jeeqbit said, the roulettes offer you rewards in exchange for you offering to fill others’ parties through the queuing system.

    Off the top of my head, those last two dungeons have untradeable, rare minion drops so it makes sense that people would be trying to direct-queue those more. Bardam’s has unique (undyeable) glam, not sure on Mt. Gulg.
