Mentor XP Buff not applying when solo queueing Roulettes/Duty Finder

If I join a group via roulette, which part of the above am I not fulfilling for the buff to become active?

Is simple is two different things:

1.- Party formed by you, or a player.

2.- Party formed by the system.

Is an italian cuisine? Totally, the same happens to when you travel to the same server of the people that are in your party, you have to re-do the party because before it was a cross-server and it doesn't update automatically because of reasons.
