At least keep enough AFK's kicked to maintain 100 or so empty slots to log into without waiting.

It's not the players AFK that create the log in queues right now.
It's the players who are also trying to log in at the same time that create the queues because the system throttles how many log ins get processed per minute.
As much as it sucks to see a sea of red chairs in the cities, I would rather see that than an empty city with a handful of active people. While it’s really the same thing, it doesn’t feel that way.
