Pretty sure they mentioned it during the EW keynotes, not ShB. But yes, nothing ever came out of it.
It almost seems like there were more plans to deviate a little more with the healer formula that was ultimately canceled by the time the media tour rolled around. Yoshi P's description of Sage doesn't match the Sage we have as he described being able to generate a barrier through Kardia that would, when broken, generate a DPS resource, basically. I feel like Toxikon and Toxikon II were intended to be separate actions since Toxikon's animation was in the teaser (the skill Alphinaud used against the fiend in the beginning of the EW trailer), it was shown off in the Benchmark which has only ever shown max level animations except for Toxikon, and Alphinaud still uses it in the EW MSQ instance as well for some reason.
I also recall a statement about specifically not giving each healer AoE a stun to keep White Mage's stun unique, but that the other healers would get something else that would be adjacent to stun in some way, though I don't think they specified if would be on their AoEs. Things like how Celestial Opposition used to inflict stun, for example, might've been a possibility based on that statement. And I recall the description of Liturgy being that it provides a buff, not that it heals.

It does seem like SGE was scrapped and rushed out at the last minute tbh. Surely they wouldn't send out a new job that's about 80% similar to an existing job? It would be nice if in the next expansion if I do expert roulette I actually need to be there. Most times i'm like well I was here, the warrior was the healer and my fairy healed up all damage with the basic auto heals

It may be a conspiracy theory...but I'm not sure it's a crackpot one. There seems to be some decent evidence for it being true and a major design shift/turn happened fairly last minuted (relatively speaking) instead.
Adding to what Ty said, Yoshi P also talked about how it would augment its abilities in the context of attacks, but we only see this with Eukrasia Dosis (if you call having a standard Healer DoT "augmenting"). Of course, we don't see that in the PvP kit, so who knows what that was originally going to be. But the initial pitch for SGE definitely doesn't match the finished product. Of course, now they're kind of screwed in the sense a lot of people picked up SGE and really seem to like it, so...changing it NOW would ruffle a lot of feathers where if they had just implemented it "right" to begin with would not have.

It could also be argued that Zoe 'augments' your next GCD, and Krasis 'augments' your healing output, and Soteria 'augments' your Kardia healing for a duration. I wouldn't consider those 'augmenting' outside of Soteria though, which is why I'd prefer them to do something to make the class have the other non-Soteria skills work more like Soteria, buffing Kardia for 4 hits with some effect or another. As for 'ruffling feathers', it could be explained that such an addition to the gameplay, of 'Kardia and augmenting it's effectiveness, is a key part of optimizing your healing output' is just that, an addition. Anyone who likes SGE for what it is now, would probably still have that, just with a couple of minor tweaks to compensate for certain things. Such as, if Zoe was converted to 'makes Kardia also shield', then Pneuma can just have the 50% increased healing tied in, given that 95% of all Zoe weaves are in the OGCD space right before a Pneuma (the other 5% being 'scuffed Deployment Tactics facsimile')
Not an AST player, but I've been thinking about how AST cards could get new unique effects based on what we now know about The Twelve.
