    Shout chat restriction for new players (suggestion)

    Hello all! I'm a Balmung frequent and enjoy the community around the server! I just wanted to drop this suggestion to help with a certain individual who is constantly making alternate level 2 accounts to avoid the blacklist system in game and using /shout chat to try and rile people up and in general, troll. My suggestion is to send suggestions (System > Support Desk > Contact Us > Leave a Suggestion ) to the ff14 team which roughly go along the lines of "Please add a level 10 /shout chat restriction".
    • Why level 10?
    I feel as though anything over level 10 would be asking for too much. If we were to ask for level 50? they'd definitely decline. So, for this reason I chose level 10. Along with that, you start as level 2 after exiting the tutorial and completing 1 quest, so I feel it'd be a good idea to bump it up so you can only use /shout chat after hitting a specific level, this means certain individuals making alternate accounts specifically to avoid the blacklist restriction on their current character will have to put extra effort in to gain access to /shout chat.
    • Why only /shout chat?
    For those who are unaware, /shout chat in Balmung, Ul'dah is a place of memery and fun, people like to post funny comments or just chat with others. However, because of the nature of the chat being map-wide, some trolls also use this to try and rile people up and get a reaction/attention from them. It's because of this, I feel there should be a light restriction that'll make it harder for those who want to circumvent the blacklist system in the game to do so.
    • How do you know a certain individual(s) are using shout chat for malicious ends? Why not report them?
    To answer the first part, for one specific individual, all of their alternate accounts use similar grammar, make the same grammatical errors, try to bring up the same topics, have similar naming conventions for their characters and always defend anyone who badmouths their main/original account.To answer the second part of the question and to put it short and sweet: multiple good people of Balmung, Ul'dah have tried to report their accounts and its various alternates, however because they do not technically break any rules or guidelines, they get a begrudging free pass. It's because of this that I want to try and push for others to also suggest some form of /shout chat restriction that won't harm normal players, but will make it at least more cumbersome and annoying for those who try to circumvent the /blacklist system.

    I think it should be 15, minimum. If you aren't willing to work hard enough to get to the first dungeon, there's no reason everyone else should have to deal with you in shout yet. You can ask for help, but that's not what shout is for in most areas. If you have not gotten to level 15, you truly do not know enough about the game to have any opinion worth hearing, and spouting off their constant opinions is what people use shout for.
    Thing is though, if they wanted to fix the problems, they could do so much easier, they just evidently do not wish to. If the same guy is coming back time and again with alts to dodge it and harass people, he's being reported. They just aren't getting rid of problem players. It's not about not having enough time, it's not about not having enough resources or employees. It's just a simple fact that as long as you pay your sub, they want your money more than they care about holding you accountable for breaching the terms of service. They give warning after warning but until someone does something illegal, which could cause a lawsuit, they just won't ban people no matter how antisocial and incapable of getting along with everyone someone may be. As long as they do not enforce the rules, there just aren't any.
    Fact is people like mack are just not worth paying attention to, and that's really your only option. SE knows they are a problem, and chooses not to do anything about it.
