transferring chars from NA to EU or OCE

Last week, I was trying to move a char from OCE to EU. It wouldn't let me. Tonight/this morning, my friend was trying to transfer theirs from NA to OCE. There's messages saying how there's no local data to transfer those characters. Is this an issue of transfers not being allowed?

Unfortunately, the issue you are describing is something we are not able to assist with in the Technical Support Forums. As the account in question is North American in region, we advise to contact the North American Support Center for further assistance.
