Yeah maybe ask if they’d be willing to move the ones on the right, because you’d love to be able to see the lighthouse.

Mao sad. The way towers beings placed is givings Mao bad vibes that thems put there to deliberately mess with peoples view. If this true, Mao thinkings World is sad place when peoples go out of thems way to mess with others.
You're whining about the mini HoH's when you can clearly see the abomination that is the gingerbread house in that screenshot????I'm going to let this image speak for itself, these neighbors have put up all kinds of obnoxious outside decor, but this is just a perfect example of why this tower should be limited to where you can only place 1 of them outside. I can't see the ocean, or the lighthouse. The two main reasons for the plot we got in Shirogane.

HoH isn't as bad as HoA.

With respect, based on the image you selected to make your case, only one of those towers is blocking anything: the right-most one, which does block the view of the light house. Because of that, limiting HoH to 1 wouldn't prevent this situation. The ocean view is being blocked by houses and trees, not the rest of the towers (which are only blocking your view of the clouds).
Technically it could be trolling, but it seems more likely to me that the owner of this house just has aesthetic sensibilities that differ from yours. Having a bunch of towers is weird, and Final Fantasy is full of people who love to be weird. Additionally, HoH is a great piece of scaffolding that allows players to climb up to high places if they know how to do it right, so it's not uncommon to see homes that have 4+ HoH's in their yard.
Regardless, I would recommend making the choice to not be bothered by others' landscaping decisions; instead, be happy that other players have found a diversity of ways to enjoy the game in their own way.
Posts like this always encourage me to investigate.I'm going to let this image speak for itself, these neighbors have put up all kinds of obnoxious outside decor, but this is just a perfect example of why this tower should be limited to where you can only place 1 of them outside. Your view from ground level was never going to be what you imply even if the towers weren't placed on your neighbor's plot. The medium house on the other side of your neighbor along with others in the ward still would have blocked your view.
The good news is that it is very easy to get roof access with the bathhouse skin. I have a medium myself and used the bathhouse skin for a while so had set up the roof access for myself. That would give you and your FC members a superior view regardless of what your neighbors chose to do.
A final aside - your FC name seems to be very fitting for you.
Reminds me of one of my old neighbors flipping out at me because I gave one of the small owners a bunch of lakeland flower gardens and so they ended up surrounded by purple yard houses.
You can't control how your neighbors decorate as long as they are glitching decorations into the street or whatever.
At least they're not Namazu Effigies. I once had a neighbour with 8 in their yard and all I could hear was loud creaking when I was outside. If anything needs a limit, it's those things.

Makes you wonder though how they actually decide what things they’re going to limit “one per estate.” Like the Starlight trees, for example, or indoor things like the Hades trophy… but 10 Namazu Effigies? Nah those are fine! lol
