Since gathered/gardened items can no longer be HQ, the La Noscean Topsoils have no useful quality for gardening and are essentially the same as potting soil.

I would like to suggest that they be given a new quality of reducing grow time by 5%/10%/20%. Thanalan and Shroud will still be the preferred topsoils to use most of the time but the La Noscean would have a purpose again and would be a small benefit to those growing items that cannot have yield increased and are not trying to intercross (or cannot in the case of those limited to flowerpots in apartments due to lack of available plots).
