To push out your DSP to the max level of perfection, yes, as far as I am aware they are.
That said, if you're not aiming for super crazy high grade perfection I'm pretty sure you can make do with Freeze alone. However, I don't think that a Thaumaturge can make do without a single enmity dump.
I have wondered this too! I could probably push my archer to 22 for quelling strike without plugging myself in the head but chameleon is too high.

Yes, you should get it. Enmity is the biggest restricting force on your damage dealing. It doesn't matter how much damage you deal if you pull hate before you can do it.
What other cross class abilities are you going to fill out with anyway? And saying you'll just ignore such valuable tools is like saying "Eh, I'm not gonna bother wearing rings. Others can pick up my slack."

well i came from aion and i never had to worry about getting enmity- gear.i can easily let the tank pull then i can throw out my biggest skills and still not pull hate and even if i did,its usually only about 5 min later
Yes you should get it. Simple reason, what would you do if you pull hate? Freeze will most likely be interrupted and quelling strike you need to dmg the mob. If you don't have chameleon you will most likely die.
I love the official forums, they tell you to use the search for thread about what you wanted to talk but when you use it they judge for necro a thread.
Quelling strike only reduces enmity from that next cast, it still generates some enmity+. You really should have chameleon.
As others are saying, grab some of these enmity down abilities. Leveling doesn't take that long and it's all to benefit your main class.
I dunno how encounters in other games are but a lot of the current end-game encounters are designed so that it becomes REALLY painful if your damage slows down due to phase changes or increasing add difficulty as hp drops. If you have to wait for a long time for your hate to drop unable to do anything your healers and other party members will eventually be unable to keep up with the amount of enemies or damage being dealt to them. You have to remain consistent in your damage to keep the pressure on the boss so you can finish them off and being able to quickly reduce your enmity lets you do that.
All i hear is i am lazy.
Its not hard to level to 42. Save up leves and do a few a day and you will get there eventually.
quelling strike is not as important as chameleon, but they are both needed if you want to actually play your job to the best you can be. even with both of them and using freeze with double melded emn down belt i still am borderline taking from all of the tanks i have played with. you need them and then you still have to be careful with your hate because going all out will pull hate for sure.
