Cheaters do not usually get banned because they were reported, they get banned because their cheating is blatant enough for them to get caught by GMs.They can, but its 90% more work - because SE would have to design a method of scanning players' folder for modifications of specific kinds and not just texture mods. Which mean they would have to have the code rule out SPECIFIC modifications or files rather than flat out limiting manipulation of ALL files.
Either SE is going to ban all of it or none of it.
