The majority aren't bots by any means but you're right that having large amounts of players standing around AFK helps to hide their presence. Like any MMO, you eventually learn to ignore the bots as long as they're not directly in your face.

Dynamis wouldn't have the problems associated it with it if players with Dynamis characters would play on Dynamis instead of hopping to one of the other data centers. Data center travel goes both ways - if friends playing on different data centers want to play together, they can just as easily come to Dynamis as have the Dynamis players go to the other data center. But because the Dynamis players almost automatically choose to go elsewhere, it leaves the Dynamis worlds on the empty side.

I still think all data centers would benefit is SE shut down data center travel to worlds locked to new character creation (except for players returning to their home worlds). Players on those worlds would still have the option to join their friends on non-locked worlds to do content together.
