As someone who did all the Perfect Blue achievements for all the BLU weapons, I think it's an incredibly bad decision to lock a BLU glamour piece behind content they have no access to and also will never have access to. I'm not sure why they did this, but it's not a very good look, especially since BLU didn't get many rewards from the content that they can do this update either.
