It is unclear if you play on a PC or not from the information you provided, but you put N/A for everything else.

Note that if you start playing on a brand new PC or a brand new character, you lose your hotbar settings. You also lose them if you switch classes or equip/unquip your Soul Crystal. In very rare cases, they could become corrupted and reset when the game crashes.

There are ways to backup the hotbar settings. The easiest way is to logout to the character selection screen, click the little button next to your character and click to backup the character settings. Note that this is different from clicking the backup button above the character list, which only backs up system settings that apply to all characters, such as graphics and ground settings and shared macros. You can use the same process to retrieve the settings if you previously saved them, so that you can retrieve them on a new device.

PC, I'm not on a new PC. Everything was fine yesterday but today it was not.

I tried what you suggested but it was so long I backed it up on the servers that the backup is not there anymore.

It seems odd that it wouldn't be there, unless it's because of it having been a new feature in testing. As I said previously, the system settings and character settings are separate: one is done by clicking on the character and the other is above the character list.

If you have any backups of your computer or game files elsewhere, the files are normally located in the Document\My Games in the game's folder (system settings) and the CHAR folder inside that (character settings such as hotbars).
