Providing less experience /tomes also won't really change anything, even when experience was lower all it did was mean more people used bots because they didn't want to be there actively grinding.

There isn't really a fix for this issue. Some people don't want to play and won't take the game seriously no matter what you do, you can remove them from the queue sure and that would increase the quality of games. But the cost of doing that is that you get long wait times even during primetime. These long wait times will then cause the real pvpers to feel like its a waste of time and won't sit there for over an hour just for that quality game.
I agree that it isn't easy to fix, having seen AFkers in other games, people didn't come up with any easy solution. I still feel that there should be some bar that people should be held to , where it is "x" number of reports for being AFK that lead to a suspension- I don't know- but people shouldn't just freeload with literally no contribution at all of any kind, or worse- purposely aiding other teams.
