You know there are even some things that Square should be able to handle on it's end, given that they have the metrics (as do we) at the end of a match.
I'm willing to bet good money if you removed experience entirely you would have 60+ minute wait times as there aren't enough "pure" pvpers to fill that 72 person match requirement on most days.

During the times we had no roulette and no experience from frontlines it was common to wait 1-2+ hours per match during primetime, and back then the game would force itself to pop at 8v8v8 and 16v16v16 instead of waiting for a full 72.

Providing less experience /tomes also won't really change anything, even when experience was lower all it did was mean more people used bots because they didn't want to be there actively grinding.

There isn't really a fix for this issue. Some people don't want to play and won't take the game seriously no matter what you do, you can remove them from the queue sure and that would increase the quality of games. But the cost of doing that is that you get long wait times even during primetime. These long wait times will then cause the real pvpers to feel like its a waste of time and won't sit there for over an hour just for that quality game.
