    Im pretty sure you are not experiencing neither lag nor latency. What you describe ist an actual issue and its about the DMG lock of the game and its the same as in PvE.
    You press your button and the server will lock the inflicted dmg but it will wait to apply it until the animation is finished.
    That results in several attack haveing super long animations and therefore an very long delay until the locked dmg will be applyed.

    For example Smn limit taked literally several seconds to deal dmg after it is pressed but the dmg will be calculated on the buttonpress from the summoner.
    Same for Maschinist Limit - once you see the crosshair you can not reduce its dmg whit buffs or guard, you can only heal up to survive it when the already fixed dmg hits you.
    A good non LB example for this is Macrocosmos from Astrologians - for me that very often penetrates my guard because the Ast already pressed it before i used guard but it takes so long to actaully inflict the Dmg.

    This seemingly intentional design decision is in my opinion more than bad for competative PvP because it greatly robs you from opportuinitys to react and anything without counterplay is just bad PvP design.
