Ultimately, the fault lies with SE for going with artificial scarcity with the limited ward housing system.

Neighborhoods are dead on most servers including heavily populated servers like Balmung.

As players we should constantly ask SE for a housing system where every player can get their dream house.

Other MMOs have done this and SE has demonstrated technical capability with Island Sanctuary.
Neighborhoods feel dead because the game's content doesn't take place in the wards so unless you have a personal reason for being in the ward its gonna feel dead.
It's kind of like the doman enclave unless you're selling something to the vendor there's kind of not much reason to be there So it's pretty empty for the most part
