I think sixteen weeks from first clear of the final fight to gear 1 job is excessive; I may enjoy raiding on a specific job within a particular role, but the ability to replay the fights on off-jobs I enjoy and want to improve on helps keep things fresh and fun, to me.
Going in on an off role, job etc... I don't know as well in what, essentially, amounts to week 1 gear just means I'd be far more of a detriment than if I was able to gear that job alongside the one I play the most and am most comfortable on, as the gear itself will offer a comfortable barrier to where even if I'm playing poorly, it's not necessarily an active detriment to a party.
I'm not saying you should be able to get BiS week 1, but I do think by week 16 if you're clearing the appropriate fights, you should be able to have at least one other job by that point geared out. I rarely end up getting BiS just because I get bored and burned out playing the same job every time, personally.
But, I will say, gear shouldn't be limited to sate the misplaced sense of being special some people have. And I don't think limiting it to the extent it is provides any player benefit to the game.
I recall reading something about JP throwing a hissy fit in ARR when relic weapons were on par or better than their contemporaries from 'savage' content. So CBU3 being CBU3 they overcorrected and gearing in general has stayed rigid.
I might be entirely wrong and tinfoiling but it would check out.
That isn't even a viable argument anymore. You need the best gear available for the jobs you play because some content demands the higher gear, or to even qualify to do certain things you need to have the gear up to the right score. They have simplified all the jobs to the point that supporting more than one role is possible at top end gear, which wasn't the case a few years ago. I mean savage is a mess at the moment in more than one way...

The Relic was never meant as a short goal - is after all - the strongest weapon of each expansion: The fact they just took the lazy way out hurts it's status as actually relic rarity weapon. Easily the worse possible decision SE could have taken.
Then again is SE: And they are always cutting corners... The less money goes into the game the better.

Gearing shouldn't be balanced arround one class/job.
It should be balanced arround gearing at least three of them.
One of this game's main features, one which has made it's way into lore itself: The job change - The Armory System.
One character, all jobs. And at many points either the progression of classes, jobs and now even at high end progression job changing, or at least basic knowledge of other roles are doing/how they work is fundamental.
We should be able to gear three roles at "the speed" we now gear a single class. A x3 multiplier to all tomestone/raid token gear.
For example with a discount in price for the first weekly purchase of a piece of gear in each role.
Basically gives us the option to have three main jobs: one per role.

In short, if they changed it to make it easier to get gear for everybody, then it would be a signal that they expect you to get full gear for all classes.
Instead they keep it slow and difficult, signaling that you are not intended, ever, to have perfect gear.
They only unrestict it at the VERY last moment, just before letting you buy it with poetics, all to drum in that you are not MEANT to put in the effort, that the effort is WASTED, and it is NOT respected.
A small amount of the raiders in general were doing that, it wasn't limited to 1 region. Most however didn't care because the ARR relics were the game's longest grind content at the time.
