I don't see what the point of this would be. There's plenty of gear out there for low levels already.
We're lucky if they add any new things to buy with PvP stuff and I'd prefer they stick to glamour.
Having recently leveled a new alt I see no actual need or point to this. Gearing was never an issue for progressing, The MSQ and Side quests that actually unlock features and content had you over each expansion's level cap before you could access the next one, and the MSQ handed out so much free gil that if you wanted to be overgeared on top of that, you could easily buy it off the market board.
Poetic Tomestones already provide this for new players and/or alt job leveling up to 80 currently. To specifically address newer players, however, they're more often than not going to be continuing story to unlock more content rather than PVP a whole lot in comparison. Of course, this doesn't account for *every* new player--its just been my general observation from asking. Knocking out daily roulettes, dungeons, even PVP all reward with poetics that allow players to buy gear that raises iLvl. There's really no strong reasoning for implementing lv.60+ gear at this point.
Also even getting access to Wolves Den requires essentially doing a "Talk to X NPC" side quest which I think was located in your allied nation's grand company info desk area. Which has a fairly high chance of not being seen at all by a new player running along the game doing the MSQ for the first time. So they could go quite awhile without even knowing PvP even exists in the game. Nor are they likely to spam the alliance roulette for gear they've most likely already out leveled because they aren't in any real actual need for exp since they've already out leveled the cap of the current expansion they're on by at least 5 levels before clearing the story to start the next one.Poetic Tomestones already provide this for new players and/or alt job leveling up to 80 currently. I get that queue times for PvP duties that aren't CC can run pretty long at times depending on when you queue and possibly what data center you're on, but the OP's idea will do nothing to fix that either.

I think since Gear has no real Story connection at all.
if you reach a expacs level bracket, it auto unlocks tome gear.
As someone with alts, I leveled them up to ARR50, and didn't find reason to go beyond that.
I still can't see a reason to change my mind on PvP Gearing. as we kinda need more things for that If the other benefits to pvp are from other sources.
(like a separate Combat track/BPass for ranked that levels equally with the overall if you run both on ranked. And no real locking Rewards behind being top crystal. And returning BPass, as we have way to much fn FOMO already)

Some alts were almost 70/80 on a few classes(but they lost road to 70/80 long ago.) so with these changes, it could alleviate the pain alil.
Though how they measure it depends.
way too much, when trying to actually meet ilvl reqs. Like if you reach a bracket, how long do you have for that Job/Role/Class in order to gear up for Alts/New Players. is it 2k tomes, or is it 4k Tomes Before you're forced to meet the Ilvl requirement for a class that has recently reached a certain Level.
[Tome Gear already makes X3 level gear useless, and generally find all else pointless unless it's X7-X9 Level gear being kinda more worth it. before the next round of tome gear arrives.]
I get what you mean now, but I don't think PvP Leveling Gear would be the choice.
Though I get how some might use PvP to level up, you do get tomes regardless, and tome gear is what you use anyways for non-pvp content. (and I didn't bother to look too deep into it, since it seemed like it was AR Roulette that only had no ILVL Reqs til recently)
That, and always found the fact you can't purchase Tome Gear in Alt/New Characters til you finish the story an unnecessary/pointless roadblock.(and just like many progression Roadblocks. they irk me.)
so I support the idea if Unlocking TomeGear via level-and not from story, which in and of itself, requires a small update to Rowenas Girls.- (Unless they do go with ilvl synced gear like others mentioned. I'd rather not have Level restricted Glamour.)
edit: re-reading what I just typed to see if it mostly got through correctly. it would also be reason for them to finally unlock poetics. instead of a hardcap, they could just replace the softcap notification on its side to Tomes Left before needing to match ilvl for current class/expac. Whilst Current expac content would run separately of that, since it doesn't affect poetics in the slightest.
ps, also reminds me of the concept I brought up once.
that gear is all just glamour, but for the latest/current expac gear, you buy the body(aka relevant piece you chose.) and the a "license"/stats for the preferred role. that idea could go even deeper and less convoluted/taxing. but that isn't part of the thread.

Wouldnt be opposed to bringing back leveled gear but id hate to lose potential lv1 glams.
Just make more things purchaseable with the PvP currencies, if you could buy tome stuff with wolf marks it would kinda solve the leveling gear side.




True that it's another source.
But it'd still require the player to be past the .0 story of old expansions.
It basically needs things to be a currency that is always been accumulated, stored in such a way that the player is never at a loss/needing to farm more without being able to do much.
Which thinking more about it(which is where I diverge to overall)
Kinda makes me feel much more stronger now about Removing Story Restrictions/unlocks being mandatory/held until .0 msq completion.
And Uncapping Poetics.
Since all PvP Currencies, or any Currency that doesn't have a large hardcap, are small(and likely SE has a reasonably irksome reason for its small hardcaps)
(With uncapped poetics, it's likely reasonable to expect most players to unlock new poetic gear as soon as they reach the level. By Which I mean most duties first time rewards are around 100. Though I guess some introduction would likely need to be made.)

It needs the currency to purchase to increase in size/cap.
Also something needs to introduce the fact to new/alt players of the existence of said gear. Be it X0/X3-4/X6/X8 CharacterJob/Role/Class Level.
Though reiterating that it should likely, be easier to have Level Synced(like others have stated) with earnings. But such Gear would trivialize a number of Gear, including poetics.
(though thinking on it now, No to level Syncing.)

Which goes back to keeping it simple.
Not everyone will do PvP, can't expect or force em. (which is why I prefer they make more interesting/fulfilling PvP activities, and another BPass for ranked to work along side the one that can be done in casual.)
And if the point is to help out newer/alt characters. then It goes back to something accessible. Poetics. or other easily obtainable currency. with ways to get them stored/uncapped on players hands before they run out of them when they need to reach ilvl.
Not when theyre locked out of buying better stuff in areas theyve yet to unlock in the msq. The problem theyre now facing is with the recent AR roulette is that they require higher ilv gear because of their high levels and they cant access the stuff without rushing through the story.
This is just a good solution to it because itll provide them an avenue to acquire better gear and itll help with encouraging new players to pvp more.
