Just harmless fun, right? It's definitely totally okay for people to cyber openly, and laws against gambling in Japan and most of Europe in no way influenced SE"s decision to make the activity against TOS. I'm sure none of these things happen in those venues despite half the advertisements either strongly alluding to them or stating it outright.
