Allow individuals to buy small plots in FC wards

Another small just went poof in my post-6.1 FC ward. There are now 7 empty plots in my ward subdivision because no one is bidding on them, FCs don't want smalls. The medium that was demo'd last week had 14 bids on it.

It's getting sad to witness my ward slowly becoming an empty void. And this is Odin, one of the highest populated servers in Light.

Honestly its a good idea - I would personally think that such should be realistic - that said if you ever need help throwing together a tiny FC let me know as I hope you can be helped - much as I hate personal FCs it seems like this is now normal.

And to add to this: add a system in place that if less than 3 smalls are available, the smalls become FC only again. It still is possible 3 smalls are taken in 1 go and no houses are available. But when one becomes free again, it at least priotitizes an FC. Only when it exceeds 2 empty plots, it will allow individuals again.

There is a reason FC wards are made, and if an FC has no chance because individuals constantly take the plots, its also anoying.

No. Leave the fc wards alone there's already not that many. It might not be a problem on EU, but on NA it's a much bigger issue and it would cause fcs to be unable to even get smalls.
