a better netcode. Movement refreshrate/positionals etc. and castbars that are actually realtime. The whole nine yards.

This does indeed belong in a "no restrictions" topic, because they'd need to redo the entire codebase of the entire game to actually impliment it. Figure 2- 4 years with no updates.

Idk what makes you say that, 2-4 years is literally enough to build an entire game, story, graphics engine, music everything.

No idea why you think you can quantify how many years it would take if you don't know how their code looks like.
