I do not think, that this will happen. Cloud compatibility gives you more flexibility when it comes to scale up or scale down the necessary hardware. If a new expansion is out then there is a huge spike when it comes to the player count. If the hardware is too weak then you have to deal with huge queues and lag spikes etc. It is not a good experience for the players. In a cloud environment you can dynamicly assign more CPU cores and more memory to the server and mitigate negative impact of the player count spikes.

And the opposite situation can also happen. When there is a content drought and many players do not play the game then you can detach some CPU cores and memory from the servers and save money.

Cloud environments have nothing to do with megaservers or phasing. You can have megaservers without cloud if your server hardware is powerful enough.
