The point being made is that if they overleveled to 60, then the requirement to do the roulette is suddenly higher than the gear they have access to from tomestones.
The workarounds are either to buy the highest item level gear for your level from the market board, or to queue as a different job that is lower level, or to just avoid the roulette while still doing the MSQ.

When a new dungeon comes out, Expert roulette automatically locks. If new content comes out as part of a required queue (such as mentor) you lose that queue till you complete the items.
