This feature was added in the last patch to prevent people from unequipping all their gear to force themselves to get a lower level alliance raid. People believed this caused them to get Crystal Tower too often. Most likely this would be the most common one regardless due to be the lowest level, but a lot of people made this complaint so SE responded to it.
