The problem is they wanted to have Viera in the game to satisfy player demand. They didn't have enough resources to make them work though. Remember, in ARR we only had 11 player character models meaning they could still do things like Miqo ear integration into heads and helmets or holes for tails. With Au Ra introduction they reached the limits of their capacity, then with Hrothgar and Viera they breached them. Male Viera and Femhroths mean that they have even more work set out for them with the same resources they had in ARR. It can't work long term, but they have to satisfy player demand.
It's the same with job design really. You now have more than double the work from ARR but the same limited resources.
You can say that having half-baked races is bad, but it's still better for the games' profitability to not allocate more resources than they have to. And players overall don't really care yet. It's gonna be a death by a thousand cuts type deal, but the shame is that it's true for entertainment in general and we don't really know how to fix the problem. Hopefully AI will provide a solution.

What I don't understand is why would they make the previous PvP set's helmet (False Monarchy) visible on viera but not this one ?

This is embarrassing. I feel for you guys.
I don't understand why they don't do like Abyssos helmet and just hide the ears completely.
At the minimum I want a helmet, I want to have something displayed, even if the viera ears aren't there.
It has been done before, it should be doable again.
That's what happens when barely anyone complains and not only one but two entire races get treated differently than others, yet it doesnt make a big fuss because people always find excuses for it.
A lot of people have complained about it actually, so much so that people got
very annoyed about new threads being started about it everytime new headgear or hairstyles were released.
But it's also been 4 years and people can't keep up that kind of energy forever, so other than the occasional complaint they either race change or live with it.
Fully agree that it should be supported for all races, OP made an excellent point. That must be really annoying.
However, well, there's no grind- that set is extremely easy to get. Everyone has weeks (actually months) to get it and there is literally no skill requirement. if someone doesn't like PVP and they really want the set it can be done gradually.
