    That's explained though by how ARR's story treats duties in ARR like dungeons as you gathering together several other random adventurers (presumedly at the Adventurer's Guild), before entering, so the Duty Support system reflects that by mostly giving you nameless NPCs (and ironically no longer being able to stretch the credibility of this idea any further with SHB being set in an entirelly different world that doesn't have the Adventurer System required the use of named NPCs, mostly the Scions who ended up in that world with you, in the first place - the story practically outright ignores entering with a player party as just gameplay, for all intents and purposes you completed the likes of Amaurot with the NPCs). In fact, the story for Castrum Meridanium and the Praetorium specifically declares you're leading an 'elite adventurer unit' as a special forces assault on the Ultima Weapon while the main Alliance forces divert the Garleans' attention away, so that kind of limits who you can take usually.

    Why other story NPCs could not join you was because the story had already had them indisposed with other tasks, and so they simply were not available to help you e.g. in Sastasha individual parties entered but only yours survived - Aliaane and her grandpa ended up fleeing for their lives due to the enemies being too strong for them and did not get far, and well, we all know what happened to poor Evare's party... so there is simply no way the story could use them as Duty Support.

    And for that matter, the early Primal fights in ARR that are now available through Duty Support would all but prevent most story NPCs who do not have the Echo/Blessing of Light from fighting them, simply because the enemies are Primals, long before Alisaie developed the cure for tempering and Nidhana with the Thavaniarian alchemists successfully developed shielding protection from tempering.

    I do agree though with the request to have perhaps a bit more variety with the characters offered as Duty Support, but again it all depends on the situation as to who could be available as per the story for that point - it's just not possible to have say Raubahn tromping along with you in Thousand Maws of Toto Rak, that's just being realistic.
