I'm a bit conflicted on this point. Item level only amounts to two things:
  1. a multi-purpose progression mechanic (though that's noticeable only really during endgame catch-up, and is hurt by seasonal tomestones, which cause you to skip whole chapters outside of the mandatory single clear each of raids and MSQ fights), and
  2. a means of unnecessarily nerfing content over time (which is basically all that anyone keeping up with gear notices), since all content is tuned around its minimum item level and anything above that just increasingly trivializes it.
As such, I don't really see a need for higher item levels to be given outside Savage, since it would just mean that making Savage easier for oneself... doesn't even require having made the slightest progress through Savage, but given that weekly tomes already do that, I can't say I'd hate it, either.

The main issue would be community-related. Would PFs, which have more than rarely tended to scale their item level requirements to the maximum acquirable from maxing out weekly tomes and spending them all on a single job, really not oblige others to farm these new sources, too, regardless of the actual need?

If we were to do that, I'd want either for there to be a shared ceiling on increase per week to maximum item level per job, as is currently felt through the weekly caps and lockouts (even if we could share that gear acquired across all jobs), or I'd want to greatly improve the reliability and integration of systems like SSS, so that we can better forgo any reason to inflate ilvl requirements far beyond the throughput skilled players produce just to make up for the chance of bad ones.
