    They can just make better incentives for clearing the higher level ones, I only got Crystal Tower 2 times during this tome event. Lots of Euphrosyne and Ivalice though.

    They did add better rewards.. I personally don't think people deserve them after all the years of cheesing but im not SE so whatever..
