I don't think ping is the point.
The point is that cloud servers are scalable ie. they increase or decrease RAM and drive space as needed.
With the physical machine racks they have now, if they have a certain amount of RAM or drive space, they are stuck with it and can only increase it by physically getting a stick of RAM and fitting it in. Cloud servers are designed to spread their resources dynamically over lots of machines using virtualization and it means it can respond dynamically to increases in demand such as the Endwalker launch.
The reason they did not do this previously is they decided it would be slower than physical machines, but the drawback is that if you have a lot of congestion then increasing server resources suddenly is hard.
In other news, there is no technical debt from 1.0.

Seems to me like they've accepted that no one is going to move to Dynamis solely to spread out the population.
