They mean a server that can scale with demand. Instead of owning their own, physical machines, which they currently do, they stretch a virtual software machine over as many physical machines as is needed. Who lends them all these temporary machines as needed? A huge company like Amazon.

But as I have been saying, this process can make things slower.
