If I'm not mistaken, Ranged DPS had this back in stormblood. It was something called Palisade and it was a 20% PHYSICAL Mitigation for 10 sec on a selected target and that couldn't apply to himself. It was a strong tool because the mitigation was high but the CD was 150 sec (Yeah, we didn't all have 60/120 on things back then)

Today, Tank already mitigate 20% Naturally (Look at their lvl 1 passive skill), so I guess that's why they deleted it.

Adding again a mitigation on top what all ranged DPS have would be overwhelming. All Ranged can reduce damage by 10% (Twice for the MCH). Dancer can heal and shield. Bard can also upgrade the healing done to everyone. So that's basically two Defensive Tool for each Ranged class.

We don't need one more at the moment

That's just skill issue from the tank. That doesn't justify a defensive cooldown for ranged
