"Play something else" has been standard since ARR. The game has never been designed to be the only thing you play.

It doesn't matter who said it when, people are complaining about the state of the game now compared to prior expansions post-ARR. So frankly? It's irrelevant as a defence and irrelevant to the concerns in question as they exist now, which is what the phrase is used in response to. And please let's not pretend the game is anywhere near the point of forcing you to play it all the time to keep up with content. Saying "it's a design decision" in response to these concerns won't do much to alter the underlying sentiment, discussed at length in this thread.
