These are some good ideas. We have had sacrifices before as well. The beast tribes sometimes need some aether to summon their gods in ARR and a logical source of it, especially when the crystals are being intercepted, is sacrifices. The Garleans sacrified many in their research into The Echo and then we came upon the evidence of it.
SE hasn't been afraid to hint at slavery and things like that in the past either. This ties into another topic, pirates, where I do not think the pirate you fight in the first dungeon, Sastasha, is a reformed good guy, especially after you free the slaves. Slavery was hinted at in Kugane once I recall as well.
So there is hope for things like this, but whether they'll be hints and side plots or main plots is going to depend on their story for this.
In other news, there is no technical debt from 1.0.
