Edit: Also, if you look at the JP Forums they barely create new threads, they just use the same threads for their posting, and add new Threads when its needed, NA forums has a bad habit of making threads

Also if you realize, people get pissy when you bump Rein's thread to comment on a translation or if you necro another topic (unless it's a rep doing the bumping) The JP tend to keep a main topic fairly "new" from my experience with certain subjects.

(Although the GMs state it's better to Necro a thread on the same topic rather than make over 9000 new ones)
