The problem is that Xeno/Arthars/Happy/Zepla/random youtuber can rant about FFXIV's gearing cycle till they're blue in the face, but the devs do the gearing system the way it is to maximize player retention and keep them subbed for as long as possible AS LONG AS THEY WANT TO KEEP GOING AFTER THAT CARROT. Yes, Xeno plays at a high level and can clear stuff week 1 but week 1 clear players are a very slim minority of the game population. THE DEVS CANNOT CATER TO WEEK 1 HIGH LEVEL PLAYERS.
Most people cannot clear the savage tier within 8 weeks (or are just starting prog on the final fight), and a slightly higher number of people do not get their first savage tier clear until close to or when the odd patch comes out (because of skill/casualness/schedule/etc). That means they still have another 8-10 weeks of reclears to be done before they are done with the gearing everyone's main (then it remains to be seen if they want to continue gearing any other classes they may want to play).
This is all assuming you started savage when it came out right away. This doesn't even begin to take in account the people that start the tier late, which the odd patch gear catch-up is designed to help out with power creep to assist people in hopefully better savage clears. The x.5 EX trial helps out with people that can't get solvents to upgrade the tome weapon so it still does serve a purpose.
Is the gearing system dev mindset out of date? Possibly. Pushback has led to some concessions last tier and this tier with the gearing system (reduction in the amount books needed for head/hands/gloves, fixed chest rewards, book 4 to lower book exchanges). But, predictably it's never enough, me me me want gear now give me now I want it all now.
But the youtubers want their clicks and views so they complain like this and then people rail here, and it's an endless cycle.
