It is though.. because they get reported over and over and there gms do nothing

GMs won't get involved unless it gets to a serious point of people getting threatened with violence or someone going full psychopath and stalking you around the game fantasia'd as your last character while spamming slurs at you in whisper (as was my case). Small disagreements or fights aren't their territory from my experience as they hold a viewpoint of "Settle it like adults." They don't even deal with most harassment stuff unless it hits an extreme.
