Thats because the "Fencer" class that was never implemented had a starting skill called "Pierce"
So when you try to load it, the game assumes you are trying to load the Fencer R1 basic attack instead of the Lancer R20 upgraded attack
Its a little bug and I'm surprised they didn't fix it yet...

If you were solo when the issue occurred, please write "Solo". If you were in a party, please write "Party". With alliance, please write "Alliance."
*If you wrote "Party" or "Alliance", please also include the number of members.
NPC Name:
Name of NPC that your character was interacting with when the issue occurred.
*If you were not interacting with any NPC, then please write "None".
Monster Name:
Name of monster that your character was battling against when the issue occurred.
*If you were not battling against any monster, then please write "None".
In-Game Time:
Please list the in-game time that the issue occurred.
Steps:
Detailed steps on how the issue occurred.
*Please try to include the following details.

This happens to me. I know I'm not the OP, but here are my answers.
Platform: Windows 7
ISP: Cox
Type: CATV
Connection Speed: 3Mb/s
Date/Time: Ongoing since I received skill over 2 months ago. I could do it now if I were logged in.
Frequency: Always
Character Name: Blaise Lallaise
Race: Lalafell M
World: Istory
Class/Skill Rank: Between 20 and current rank of 24
Physical Level: Unknown, most likely 30+
Area/Coordinates: Anywhere, but mostly Ul'dah and Aetheryte camps in Thanalan.
Party or Solo: Solo
NPC Name: None
Monster Name: None
Details: I activate my macro to switch to lancer, in which I have this command: /eaction 2 "Pierce"
That /eaction fails, but my /eaction for Speed Surge in same macro succeeds. I receive no error message. Attempting to switch the slot number does not change the outcome.
I have the same problem, i also equip it with my macro: /eaction 5 "Pierce" .
is not working anymore.... .
I would also like this fixed asap, I do not even know why it has not been fixed sooner. I have to have my macro remind me that when equipping all my lancer set of skills, that I must equip pierce manually, and at times it can be a hassle.
Yup having the same issue here, should have been fixed ages ago.
