Character transfer 90 day issue

I am trying to transfer one of my characters however when I bring up the page to do so, I get a message saying it has not been 90 days since the last transfer and I need to wait until the 90 days are up. I have waited the 90 days and it has been over 90 days. The e-mail I received when I last transferred my character had the transfer date of 5/31/23 which puts today(9/7/23) at day 99 since transfer.

I have searched other forums such as Reddit, gamefaqs, as well as this one and the only information I could find is to wait until the daily or weekly server reset then try... I have done so numerous times and I am still getting the 90 day message preventing me from transferring my character.

What is the cause for this issue?
