The deed has been done and the quest bubble is still not showing up :/
Stupid question perhaps, but going to ask anyway - did you talk to Alpa and play the "Celebratory Smorgasbord" sidequest?
I'm assuming you did, but not accepting/playing the main sidequest stories attached to these does put a pause on Eshana giving new quests. It caught me out at least once and couldn't figure it out until I noticed Alpa had a 'new' quest symbol above her head!

This is the most likely cause of the issue. If you have even one quest from any tribe unfinished, then after daily reset no one offers new quests. Finishing or abandoning any left-over tribal quests clears this flag, and allows the new days quests to be issued immediately.
I seem to remember the quest givers still having a red marker over their head if I had previous days daily quests still. Might've changed it since, though.This is the most likely cause of the issue.
