Mouse Over PopUp

This has been bugging me for a long while... you know when you are looking at any list of item, mousing over the name pops up a tool tip. Well, almost all the time said tooltip appears right by your cursor essentially hiding other stuff on the list. Yeah, I know I can hit alt to disappear them, but that is a bit of a pain for me.

One late night I came across a video that said there was a way to get that popup to always appear in some user driven spot... but I was sleepy and by the next day I could not remember what the video was (forgot to like it).

Sooo can any kind soul explain to this old, broken down mage how to do this?
