I don't know who needs to hear this but it is illegal to use 3rd party mods in Japan it is punishable by 5 years in prison and fines of up to 10 million yen. A quick Google search will tell you this possibly why 3rd party mods are not allowed?

That only applies to modifying hardware like selling cracked switches and whatnot. Don't try to misrepresent it like it applies to FF14 at all.
