That they let Hrothgar and Viera wear hats, the phionex mask from summer gave me hope they will add this option, especially with the upcoming Roth ladies.
They don't even have to do that much work just pester a modder for their work.

The helmet working is nothing new. Full-head-covering items can work and newly released ones are equippable more often than not.
It's hats that only cover the upper half of the head that don't work, and we've seen no forward motion on that. (Compare the hoods and berets from the Rinascita sets. Hoods work, hats don't.)

But they never really clarified the actual reason without vague answers... If a modder can do it and making a quality product (google can easily net you the image/videos), then it is possible, just need resources to be actually directed to it. As far as I could see, the modders kind of change little bits about some of the hats, for example, to accomodate the viera ears that are placed in a rather difficult place on the top of the head.
If I could guess another reason, from what I could read, is that Viera does not have their unique hairstyles with 'hat mode', so that would be yet another improvement besides the actual hats.
Regardless, I hope to see good news about this when they announce Female Hroth.

I don't have access to mods, but my understanding is that they don't actually do the key step of switching off the upper hairstyle, so some hairstyles would just clip straight through.
Yes, they don't seem to care about other things clipping, but it's more an inconsistency of caring than an outright lack – or we wouldn't have things like shirt/pants combinations that make the sash vanish off the pants to prevent the tiniest amount of clipping.
Anyway, regardless of whether it could be made to work, the Moonfire helmet is not signalling a change of policy, except perhaps that they are willing to put a single ear shape moulded into the helmets instead of leaving them loose. It is already their current policy to make headgear work where compatible with their limits.

Pretty much this. The hairstyles on the older races all have a feature, let's call it "deformation", that changes the hairstyle to fit under the hat, it shrinks part of the hairstyle so it doesn't clip.
It's the same feature that most pieces of gear also have, when you equip a pair of gloves for example it shrinks the sleeves of your armor down so they don't clip through the gloves.
All the original Viera hairstyles however do not have this feature and some of them are so "puffy" that I could imagine they would look really weird if they were to go back and add it to those hairstyles.
I still think that this should have been taken into consideration when they made Viera and Hrothgar in the first place, but that's simply the state of things now.
While yes, modders have made hats available to Hrothgar and Viera they haven't fixed the underlying issues with the hairstyles, they just made the hats bigger to accomodate the puffy hairstyles. But they never really clarified the actual reason without vague answers... There was a really weird glitch going on with the Lodestone profile pictures a while back, where parts of gear were invisible on the profile pictures. Some disappeared hats revealed that the character model has no hair at all under the hat.
I honestly do not know what to expect. The trailer didn't knock my socks off. So we will see what we end up with. The next live events will tell more.

My biggest hope? The graphics update.
This has never been and will never be important to me. There made it very apparent from the get go this would be this way. You don't have to like it but you do have to accept it.

Skill/Ability Tree
Tanks play different
No more round/square arenas
No more 100% linear dungeons
No more escort quest
Thanks.
