ive done all of the GC quests up to storm lieutenant (all of the ones from the GC HQ and a few outside of it) and i havent seen this anywhere

This cutscene is from the Immortal Flames Grand Company Quest "Like Father, Like Son". There is a YouTube video (in two parts) that has the quest in its entirety. I'll link to part 2, which contains the full cutscene.

Members of the Twin Adders and the Maelstrom never see this cutscene. I'm a Twin Adder myself, which is why I searched for it on YouTube to begin with.

It's part of the Twin Adder line I believe, each one has their own exclusive cutscenes in the later missions.

I had this CS in the Flames as well, so I don't think it's exclusive.

Each nation has their own exclusive cutscene/quest mid way through dealing with darnus, cid, or galus.

For example The Twin Adder has "Two Vans are Better than One" which is a cutscene between you galus and darnus. So no one isn't really missing out.
