I'd like the option to turn off this text bubble to be added. Including me it's annoying to see for some people. Again I'd like it as an option so people who still like it can keep it.

That would be super useful. Additionally it could be a HUD element, so we can move out of the way if we still want it visible.
These quotes are sometimes attack telegraphs. For that reason, they should not be disable-able. However, they should be made movable and resizable like any other HUD element.
The only thing I can think of relating to this is Nael's small speech bubble above their head which is a different thing. Can you name an example of an attack that's solely based on the big speech bubble on the screen and isn't telegraphed by anything else? Even if it exists, you can still look at the text appearing in your chatbox.
Also by this logic we shouldn't be able to disable our Party list and debuffs list on the HUD but yet we're able to. There are definitely several more instances of mechanics that require you to know what debuff you have.

I also don't believe we should be able to disable debuffs that are attack telegraphs, so there is no conflict in my reasoning.

Alright then we'll say there's no conflict in your reasoning regarding debuffs. However, when regarding the big speech bubble on the screen, there is still no issue with allowing this to be disabled. Since, as far as I know, it's not a sole telegraph to any mechanic.
