'begging' for items that are either real-world goods or items traded with real-world currencies should be explicitly prohibited I would agree, purely because it does skirt the line with already-existing ToS entries. Beyond that, I am not really sure, honestly. At least for the 'e-begging' topic.

As for venue-ad spam, I think it needs to be carefully thought about for sure, I think it should only 1 be one advertisement per venue via PF, and advertising via /shout should be done sparingly. I know fellowships do exist and they have some niche uses, but I do think that separating out PF categories would help, e.g., add a social option, and then allow the other category for other miscellaneous things such as in-game trading with tomes, etc.,

Advertising 'not-safe' content on PF should be considered, but this particular thing just strikes me as something that you dislike and/or find 'cringeworthy' more than anything else, really. Explicit content such as advertising feet pics etc., on PF I do agree should absolutely be actioned. But honestly with a lot of things... What people think other people are doing and what people are actually doing are 2 entirely different things. These days you can have people being convinced that ERP'ing is going on in a public space simply because there are 2 people doing /hum and facing one another. - It's mind-boggling the postulations that people spin up in their own imagination. This is a little side tangent, but it does fall under the umbrella of being under the belief that people are using the game like a secondary Tinder etc., I guess.
