I honestly don't see it happening until/after 1.23. The only thing that leads me to think if it may appear before is that he said the CG trailer is sometime around midsummer. However 1.23 is also around mid-summer so it's still possible.Even then they could have non-spoiler related trailers, like showing off Character Creations..the improved (but WIP) systems like for crafting and gathering and so on.
Hell they could even have screencaps like they used to do with expansion sites like:

So I don't think it need to immediately coincide with 7th umbral era events, since they can easily show off "spoiler" stuff without giving away anything, since the landmass will greatly change due to it sure...but they can still show places off since it's not like people who aren't playing XIV will know what's going on and exactly why the world is different now since for all they know SE could have just simply redesigned the world.

Though it could be additional world lore excluding Umbral Era stuff if you think about it. They do a decent job fleshing stuff out in posts (that people complain about because it's not about raids or gear) but there's still a bit of lore they could touch up on. Just check out the localization forum, a lot of that isn't immediate spoilers but stuff they could easily add to a 'codex' or something on the website, that's how I generally interpret world lore..info about everything from naming conventions to stories that isn't/won't be present in game in full (think: Vanadiel Tribune.)
I think the trailer mainly is what contained spoilers they wanted to avoid showing off/flesh it out better.

On topic, I sort of agree with the OP. Valve Time is a running joke to most of us (rightfully so) and I cannot stand it when companies use the word "soon" to describe a timetable, nor any other equally-ambiguous word (especially when used to an obscene degree, like how Blizzard does).
For so long have I seen Yoshida-san say things like, "We're aiming to get that released to you by the end of May," and that's an absolutely beautiful choice of words -- it satisfies every party involved in the discussion (players get their ballpark time of release, and developers still have an escape clause if there's a misstep) -- and it's one of the many small distinctions that make me feel glad to give Square my money, even if I don't manage to login to XIV at all in a given month. Yet when I start seeing someone bandying about "soon this" or "soon that" (side note: "in 2.0" is starting to have the same connotations for me :/) and just leaving it at that, especially after showing they know how to not use such words... it leaves a sour taste, as it reminds me of...other developers... :/
